The President of the Republic, Marcelo Rebelo de Sousa, enacted the diploma this Tuesday, in the final version approved by the Assembly of the Republic, which establishes exceptional and temporary measures to respond to the Covid-19 disease pandemic in the cultural and artistic scope, proceeding to the second amendment to Decree-Law no. 10-I / 2020, of 26 March.
This diploma only prohibits, until September 30, "what promoters qualify as festivals and shows of a similar nature", he details, in a statement.
"This means that if a promoter defines as a political, religious, social initiative what could, from another perspective, be seen as a festival or spectacle of a similar nature, the specific prohibition provided for in this law no longer applies", it can read in the document, in a clarification that allows to distinguish the nature of these events from others, such as the Festa do Avante, promoted by the Portuguese Communist Party, and which has divided public opinion in recent weeks.
The diploma also indicates that even the events qualified as “festivals and shows of a similar nature” can take place as long as there are marked places and the capacity and physical distance are respected.
The President further clarifies that, “in view of this legal framework, the guarantee of the principle of equality between citizens, the transparency of qualifications, their application and supervision and the clarity and timely knowledge of the health rules applicable in specific cases are of particular importance” .
